What are permitted development rights (PDR)?

PDR, or Permitted development rights, are planning rights to develop without the need to jump through all the hoops that the normal planning process requires.  For example, in 2013 permitted development rights were given for office-to-residential conversion in most areas of the UK, without the need for a complete planning application.
